Saugeen Valley landowner fined $4,000


 A landowner who angered neighbours and defied the Saugeen Valley Conservation Authority has to pay a $4,000 fine imposed by the courts.


The landowner undertook developments without a permit from the conservation authority and resisted recommendations made following consultations and meetings with neighbours who filed a complaint that led to an investigation that identified infrsctions.


He graded land in some areas and added fill in others.


The board of directors for Saugeen Valley Conservation Authority approved the laying of charges after “numerous efforts to reach an amicable resolution” and giving the landowner an opportunity to rectify his infractions voluntarily.


The Saugeen Valley Consrvation Authority has sent an information circular about the court case to the municipalities of Arran-Elderslie, Brockton, Chatsworth, Grey Highlands, Hanover, Howick, Morris-Turnberry, South Bruce, Huron-Kinloss, Kincardine, Minto, Wellington-North, Saugeen Shores, Southgate and West Grey.


Matt Armstrong, acting manager of the conservation authority’s environmental planning and regulations, wrote in the circular that while we are satisfied with the court's decision, it underscores a less favorable aspect of our work. 


“Ideally, our role is to work collaboratively with landowners to prevent such violations. 


“Our genuine hope is to resolve issues through compliance with regulatory requests made by our staff, avoiding court proceedings entirely.


“ It's in the best interest of the community and the environment that we serve to foster a proactive culture of adherence to regulations designed to protect our shared natural resources.”
