U.S. proposes COOL again

The United States Department of Agriculture has come up with another proposal for Country of Origin Labeling.


Federal Agriculture Minister Marie-Claude Bibeau and International Trade Minister Mary Ng said Canada will "firmly oppose" the proposals.


This time it's voluntary and would allow the voluntary “Product of USA” or “Made in the USA” label claim to be used on meat, poultry and egg products only when they are derived from animals born, raised, slaughtered and processed in the United States.


Two previous COOL laws ordered mandatory COOL and were ruled illegal by disputes-settling panels.


This proposal was written after a "comprehensive review" of the claim and a nationwide consumer survey. 


The agency said the survey "revealed that the current 'Product of USA' labeling claim is misleading to a majority of consumers surveyed, with a significant portion believing the claim means that the product was made from animals born, raised, slaughtered and processed in the United States."


The proposed rule also is supported by petitions and "thousands of comments" from stakeholders, the government said.
